In China, most people regard the College Entrance Examination as the most equal affair comparing with others, because all the students, no matter where you are and what your background is, would face the same examination papers. However, recently a hot event inspires people considering this question once again.
Jiangxi, one of the relatively poor provinces of China, has a national poverty country --- Yu Du. As the best school, Yu Du Experimental Middle School is the trump of Yu Du local education bureau. Liu Wenzhan, a fifteen-year-old boy, also the top student of Yu Du Experimental Middle School, abruptly decided to quit school after he receiving a letter from Yu Du education bureau.
Six months ago, because of disgusting school charging students for extra tutoring, Liu written his first complaining letter to Yu Du local education bureau, and his goal is to demand education bureau to deter the school charging tutoring fee to students. "It doesn't matter with me, because I don't need to pay for the tuition." As top student, school exempts Liu's tuition, so other students paying for extra tutoring fees has no business with him. "If I find any unfair issues around me , I would intervene", said Liu without any hesitation. "We are a national poverty country. Many of my classmates can only afford one Yuan for a crispy noodles for lunch, and have merely scanty clothes. Not only the extra tutoring fees, but the tuition is also gleaned from around people. I saw one student quitted school last year because of tuition. Tuition is already a luxurious burden for some students, but school consists charging extra tutoring fees. I don't repel extra tutoring, but charging fees is intolerant."
In China, although many people believe that College Entrance Examination is quite fair, however, the education resource discrepancy is exacerbating. Until 2017, the public education budget has never over four percent of GDP in China, considering the plentiful subsidies the eastern provinces have, the western provinces get much less. In China, extra tutoring has already became an enormously lucrative industry. In big cities, every family put colossal money on children's extra tutoring. Usually, the weekend breaks are full up with all kinds of tutoring, such as piano, painting, dancing, math, and english lessons. It can easily conclude that in rural area, poor families can hardly afford such luxurious extra tutors, and Yu Du is just such area. In fact, in China, many young children are taking part in a drastic educational competition, and parents who worry their children losing the battle, also are compelled to burden the expensive arms competition.
In past six months, Liu insisted writing to local education bureau a letter once a week, and hoped education bureau can stop extra tutoring fees. However, beyonding his vision, after a week he came back to school after summer holiday, he was told that he was expelled from school, and the message was sent by his head teacher. After Liu recieved the expelling message, he decided to ask for help through the Internet, and the result is hilarious. Not too long, people started focusing on this unknown school. Public options push huge pressures to the school and local education bureau. Sarcastically, the school quickly made an easy decision to placate the publics----fire the head teacher. "I told him that i abhor him, and you are ruining me, but his response tingles me hardly, he said the life must be going on. When he said this, I can feel his spinelessness, so I don't have any mercy on him." Liu said to the journalist. "I think he deserves it. School would plan for him well. I don't have sympathy any more for him. When he do harm to me, has he ever considered for me? "

Parents, to get the superior resource, would like to pay mint for it. Therefore, teachers, especially excellent teachers, are cummulating in big cities, because in rural ares, no families can bring what they can acquire in big cities. In past decades, the central government constantly implements "reducing studying burden", and encourages "quality-orientation education", which aims at extricating students from crippling amount of memorization. However, these series policies have never really worked. Nowadays, even the primary school students also have to get tutored in weekend nights. Definitely, the College Entrance Examination papers wouldn't adjust for students according to whether students recieve extra tutoring, but such examination still considered is fair? For many urban students, as the vested beneficial group, they are pretending to regard it fair, but the rural students even can't explicate their voice.

Absurdly, event the laws are written on the papers, seldom would government organizations take the juristic way to dispose of such events. How to implement laws is still an austere problem.
