英高校的社会责任
科技是第一生产力，创新是民族发展的不竭动力，这些口号基本上可以全球通用。英国响应这一口号，撂给高等教育一个重担——带动商业与社会创新与发展。
上周（10月2日），英国高等教育资助委员会（Higher Education Funding Council for England ，HEFCE）宣布从Higher Education Innovation Fund round four1 (HEIF 4)中分拨近£400 million (US$700 million)给愿意遵循他们计划的高校。
在评估了全英大学和高等教育学院参与、支持商业和社会团体的战略计划后，HEFCE与创新、大学和技能部2（Department of Innovation, Universities and Skills, Dius）联合向他们资助£396 million 经费用于2008-2011年间按计划使用。
与此同时，委员会还发表一项综合报告，强调了英国高校在支持经济和社会发展中的重要作用：
.高校日渐成为经济和社会活动中知识与专门技术的源泉
.机构根据其不同使命为商业提供服务
.高校接受了Sainsbury科技和创新报告中提出的与中小企业合作风险的挑战（83%的计划是指向为中小企业服务）

.Durham University - for linking together its local, regional, national and international engagement. （本地、区域、国内与国际参与的连接）

.Coventry University - for its innovative approach to developing and maintaining strategic partnerships. （发展与维持战略伙伴关系的创新途径）
.Imperial College London - for its commitment to two-way dialogue: disseminating good practice and gaining feedback. （双向对话：宣传有益实践与获取反馈）
.University of Hertfordshire - for its ambitious plans to engage academic staff in working with business and the community.（学术人士与商业社团协同工作）
.Brunel University - for its approach to developing its strategy through dialogue and feedback. （通过对话与反馈来推进战略发展）
.London South Bank University - for its commitment to measuring economic and social impact to inform its strategy and actions. （通过测量经济和社会影响来宣扬其战略及行动）
今年二月，HEIF 4在报告（注3）中力主HEFCE开拓新领域以促进高等教育的经济和社会影响。HEFCE 与剑桥—MIT合作，支持举办一系列研讨会，针对评价高等教育在商业、公众服务、社会团体和文化层面上创造的价值，探讨评价方法的新进展。同时，HEFCE 还与National Co-ordinating Centre for Public Engagement 合作分析战略的社区和公众参与的层面。

2.DIUS负责哪些工作？
DIUS主要负责推广高端技能，在全社会范围提高成人的劳动力水平。
它的主要目标是使英国成为“全世界科学、研究与创新的最佳之地”，同时还要负责高等教育的“拨款、发展和质量”，包括教学与研究两方面，以及继续教育。它还负责推进政府有关促进国民技能提高的项目。
其他的责任还包括，对科研经费进行监管，确保专款专用，继续实行大学经费双渠道，即办学经费与科研经费“两条线”。
在DIUS内部，还将建立一个科学总顾问办公室。
