From my point of view, the city's government should spend its money on improving the safety by hiring more police. There are two reasons why I feel this way, which I will explain in the following essay.
To begin with, although repairing old buildings and streets can make the overall environment of the city to look more pleasing to the eyes, this approach is not going to help the city to attract more visitors in the long term. This is because while some tourists might get attracted by the beautiful views of the city after renovation, their overall experience within the city is not going to get much better since the appearance of the city can only give tourists a positive first impression, and what matters most is their feelings after spending a few days here. For example, if tourists who spend time hanging out in city at night feel unsafe because there is no police officer patrolling or the street lights were not on when it is dark, they may form an impression that it is dangerous to spend time in the city at night. After their travel, they may spread negative words about their experience in the city, which can discourage more visitors from coming. Therefore, renovating the appearance of the city would not yield the result that the city's government expect because it cannot improve visitors' overall experience.
By comparison, if the money is spent on hiring more police, the situation would have been very different. With more police officers, the rate of crime within the city will go down significantly and both tourists and local inhabitants will feel safer to live in the city. This will no doubt strengthen the reputation of the city itself because those who have visited the city would feel encouraged to spread positive comments about their experience. What is more, if the city's government is planning on hiring more police officers, there would be more job opportunities for local people because they can not only apply for the new job openings at the police station, a greater amount of businesses would also open in the area because of the high level of safety that more policing would bring. In the end, the city's government would witness an increase in their tax revenue, which they can spend on attracting even more tourists.
To conclude, I think the city's government should spend the money on hiring more police because this measure would help improve the reputation of the city, which can lead to a more prosperous tourism industry.
