来自新西兰移民局两则重要消息：关于人在海外的临时签证递交及入境豁免许可！
要申请入境豁免或人在海外，想网上在线递交临时签证的申请人，请抓紧时间，还有一周，下周8月10日，新政即将生效！从8月10日起，移民局将对入境豁免意向申请征收费用，并暂停各类短期签证的离岸申请, 这包括我们常见的各类旅游签证，学生签证，工作签证等（Visitor, study and work visas）。
新西兰移民局近日宣布，从8月10日起，移民局将对入境豁免意向申请征收费用，并暂停短期签证的离岸申请。以下内容源自于新西兰移民局官方原文。
Suspension of overseas visa applications and introduction of EOI fees Friday, 31 July 2020 From 10 August 2020 Immigration New Zealand will be charging fees for border exception Expressions of Interest (EOIs), and temporarily suspending overseas visa applications. From 10 August 2020, we will be introducing fees for all border exception EOI requests.
费用主要由两部分构成：
1）为「其他类别重要雇员」申请入境豁免的雇主（或提出担保需求的组织/机构），需缴纳$380；
2）属于政府指定重要岗位的个人申请者，需缴纳$45。
The fees are: · NZD $380 for employers who request exceptions for ‘other critical workers’ (or organisations or agencies that sponsor requests), and · NZD $45 for individual requests under all critical purpose categories.
移民局表示，过去数月已收到逾2.7万份入境豁免意向申请（EOI），其中约5400份成功获邀（ITA）
从8月10日开始，申请人在线递交EOI表格时需一并缴费。对于「其他类别重要雇员」，雇主可在线提出担保入境申请，以取代现有人工流程。
Over the last few months, Immigration New Zealand (INZ) has received more than 27,000 EOI border exception requests and around 5,400 visa applications from people invited to apply. While these requests have been free of charge it is not feasible to continue to process border exceptions and requests for visa applications free of charge. We must start charging a fee that covers processing costs. You must pay the fee when you submit the EOI form online. Employers will be able to make requests for an exception for ‘other critical workers’ online, replacing the existing manual process.
暂停短期签证的离岸申请
Temporary visa suspensions for overseas applicants From 10 August, people outside of New Zealand will not be able to apply for temporary visas for 3 months.
8月10日起，离岸申请人将不得申请短期签证，禁止申请的时间为3个月。
但是以下签证类型不受影响：
1）适用于新西兰公民/居民的伴侣和受抚养子女的亲属关系签证；
2）外交、领事和公务人员及其随行家属签证；
3）南极旅行签证和南极工作签证；
4）认证季节雇主（RSE）限制性签证。
The following offshore temporary entry class visa applications are not affected: · relationship-based visas for partners and dependent children of New Zealand citizens and residents · visas for diplomatic, consular and official staff and accompanying dependants · Antarctic Traveller Visitor visas and Antarctic Work visas · Recognised Seasonal Employer (RSE) Limited visas.
Since the border closure, we have not been processing visas for overseas applicants unless they meet the strict border exception criteria. 自从边境关闭以来，新西兰移民局不再受理人在海外的签证申请，除非他们符合特殊边境豁免政策。This is because legally INZ is unable to grant visas to people who are unlikely to meet entry requirements. However, people have continued to submit visa applications expecting their applications to be processed. ·这是由于从法律角度来讲，新西兰移民局没办法给不能符合入境政策的人士颁发签证。
Temporarily suspending visa applications means:由于新冠全球疫情的影响，新西兰被迫关闭边境，移民局临时暂停接收人在海外签证申请请意味着：
· we will be in a better place to process new applications when border restrictions change 当边境政策变更时，移民局可以更好处理新的申请
· applicants will not lose money on paying for applications that cannot be processed at this time 由于目前移民局的不受理政策，申请人也不会为此损失和浪费申请费
· essential documents submitted with applications such as medicals or police certificates will not become out of date that are an additional cost to the applicant.一些签证递交基本重要的材料，如体检和无犯罪证明也不会为此而过期而产生额外不必要的费用。
This suspension does not apply to residence class visa applications as these applications take longer to process and maybe less impacted by border restrictions. 以上这些政策对递交居民签证不受影响，因为居民签证受理时间较长，受边境关闭政策影响较小。
If you have already submitted a temporary visa application and you are overseas, you can withdraw your application and request a refund. 如你人在海外，已经递交过临时类别的签证，你可以撤销你的申请并要求退还你的签证申请费。
怎样向移民局撤销申请撤销和退签证费呢？
If your visa application has already been completed You cannot get a refund if your application has been completed, even if it was declined. This is because the fee you pay covers the costs of assessing your application.
如果你的签证受理已经完成，即使拒签了，也是不能申请退费的。
If your visa application has not been completed You can apply for a refund if your visa application has not been completed, but refunds are only given in special circumstances. You cannot get a refund if you change your mind about your application.
Situations where fee refunds apply can include: you paid the fee but you did not need to you paid the wrong fee you paid the fee but your application did not meet our lodgement criteria.
