Resolution Regarding Graduate Scholars, Fellows, Trainees and Assistants
Acceptance of an offer of financial support (such as a graduate scholarship, fellowship, traineeship, or assistantship) for the next academic year by a prospective or enrolled graduate student completes an agreement that both student and graduate school expect to honor. In that context, the conditions affecting such offers and their acceptance must be defined carefully and understood by all parties.
Students are under no obligation to respond to offers of financial support prior to April 15; earlier deadlines for acceptance of such offers violate the intent of this Resolution. In those instances in which a student accepts an offer before April 15, and subsequently desires to withdraw that acceptance, the student may submit in writing a resignation of the appointment at any time through April 15. However, an acceptance given or left in force after April 15 commits the student not to accept another offer without first obtaining a written release from the institution to which a commitment has been made. Similarly, an offer by an institution after April 15 is conditional on presentation by the student of the written release from any previously accepted offer. It is further agreed by the institutions and organizations subscribing to the above Resolution that a copy of this Resolution should accompany every scholarship, fellowship, traineeship, and assistantship offer.
The following list includes CGS member institutions that indicated their support of the Resolution.

三、“4·15协议”由来
“ 4 .15 协议”是由美国研究生院理事会（ Council of Graduate Schools）牵头，美国 300 多所大学在上世纪 60 年代中期共同签署了《关于研究生院学者、研究人员、新生和助理的决议（ Resolution Regarding Graduate Scholars, Fellows, Trainees and Assistants ）》，对学校所录取的研究生新生的回复期限作出了严格的规定。由于该决议以每年的 4 月 15 日作为接受或拒绝录取的最终期限，因此该决议通常也被简称为“ 4 .15 协议”。本协议在1999年的招生录取过程中正式实施。
1999年，美国多家大学联合制定并实施针对外国学生的“4·15协议”，主要内容为：申请赴美留学、已拿到多个学校录取通知书的学生，必须在4月15日前决定一所你要去的学校，否则，所有录取通知书将都被视作无效。这个“协议”的用意，是约束某个申请人同时接受多个学校的录取，但直到开学前才通知其中一些学校“无法按时就读”的不当行为。申请人的这一做法将大大影响学校正常的招生、教学秩序，也让美国每年白白放空大笔奖学金。当然，他们还损害了本国申请者的形象，为后来的申请者带来麻烦。
四、“4·15协议”要点
1、4.15协议主要是针对拿到了学校的财务支持(financial support)的学生，这些学生必须在4月15日之前给予学校答复。但对于只收到admission而没有任何financial support的学生则不受这个限制。
2、要指出的是4.15协议是美国各大学研究生院针对某些学生同时接受几所学校的含有财政资助的入学邀请，却在事后反悔无法前来就读而导致一些学额浪费的现象，所达成的共同协议。这就意味着，4.15协议只是针对研究生的，本科生不适用。4.15协议是针对OFFER的，AD不适用。同时，此协议并不是一份法律合同，而且只在美国实行，并且只对签署该协议的部分美国大学适用。值得注意的是，即使一些学校加入了4.15协议，也可以和学校协商对承诺日期进行更改。
五、对“4·15协议”的理解
可以看出，协议的主要精神是学生在每年的 4 月 15 日 之前都有机会考虑多所学校所给予的录取和奖学金，比较之后再作出选择，但 4 月 15 日 是最终的决定期限。对于上述协议内容的理解，有以下值得注意的地方：
1.在实际的申请和录取过程中，某些美国大学或院系会较早地把录取和奖学金给予申请者，并坚持要求申请者尽快作出接受或拒绝的答复，否则将失去被录取的机会。实际上，这一做法违反了“ 4 · 15 协议”的精神。但是，由于一些奖学金的特殊性，校方在某些特定情况下确实需要尽快知道申请者的最终决定，所以 CGS 在协议的补充解释中并没有过多地坚持所有学校必须按照 4 月 15 日 的最终期限行事，只是建议学校应尽量把决定的最终时限延至 4 月 15 日 。
2.在 4 月 15 日之后，申请者仍然可以改变自己的决定，但必须要得到原先录取学校的书面文件，表明同意让该生放弃本校的录取。同时， CGS 的补充解释里还提醒在 4 月 15 日之后作出录取和奖学金发放决定的学校要让申请者提供以前任何录取学校同意放弃录取的书面证明。
3.拒绝一所学校的录取和奖学金意味着申请者无意参加该校的学习。虽然学校坚持自己的录取决定并没有太大的意义，但美国人非常重视承诺和信用，如果申请者拒绝或反悔的决定在 4 月 15 日 之后作出，“ 4 · 15 协议”的所有签约学校都有权拒收该申请者入学。
4.“ 4 · 15 协议”要求学校在授予各类奖学金时附上一份协议的原文，以确保每位被录取者都知道自己所拥有的选择权。但根据笔者的经验，在实际录取过程中，大多数美国学校只是简单地提及 4 月 15 日 的最终期限，而很少有学校真正附上协议的全文和所有签约学校的详细清单 [3] 。
5.协议学校的加入和退出都很自由。如果非签约学校打算加入，只需通知 CGS ，在下次重新印制协议时即可进入签约清单；如果签约学校准备退出，也只需履行通知的手续。如果没有变更的通知， CGS 会在最新的协议中自动保留以往的签约学校清单。
六、对中国申请者的建议
每年都有大量的中国同学申请美国学校，如果某个申请人同时接受多个学校的录取、但直到开学前才决定最终去向并拒绝其它学校，那么这种作法将严重影响学校的正常招生与教学秩序，并大大损害中国申请者在美国教育界的形象。
当然，从申请者的角度来看，从录取自己的诸多学校中选择最令人满意的对象也是完全可以理解的心态。为此，笔者结合“ 4 · 15 协议”和美国大学录取新生的实际程序，对中国申请者提出如下建议：
1.根据“ 4 · 15 协议”的规定，每年 4 月 15 日之前，中国申请者可以在已经给予录取和奖学金的学校中任意选择，或者不对学校的录取和奖学金通知作出任何接受或拒绝的最终答复，因为在此期间申请者对于任何接受学校录取和奖学金的承诺或保持的缄默状态都不需要承担任何责任。
2.如果学校明确要求申请者在 4 月 15 日 之前作出答复、甚至宣称“如不尽早答复要取消录取和奖学金”时，可以按照“ 4 · 15 协议”的具体规定向校方据理力争。根据以往的经验，签约学校一般都会遵循 4 月 15 日 的最后期限，而很多非签约学校也会同意以 4 月 15 日 为界限。
3.申请者决定自己最终去向的时间不能超过 4 月 15 日，而且应该在可能的条件下尽早通知各个学校自己的最后决定。在拒绝一所学校时，应尽量把已经收到的各类录取和奖学金资料（包括 I-20 表格）在 4 月 15 日 之前寄回。当然，书面的材料不一定必须在 4 月 15 日 之前送达被拒绝的学校，但电子邮件通知一定要在 4 月 15 日 之前发送。

客观地说，“ 4 · 15 协议”的实施对于学校和申请者双方而言都是有利的。学校可以避免因被录取人突然反悔而造成的招生和教学混乱；而申请者则可以获得更加公平的竞争机会和更大的录取机会，同时在选择学校方面也具有了更大的余地。
