You are close to a good solution. That is almost just the way that I do it.
Start with a basic color for the fabric and just paint it that solid color. Perhaps a dull ochre would be good. Then, paint the colors of the tapestry pattern on top of that. While it is still wet, use a small palette knife to scratch in a few of the texture lines. Not too much! Use thicker paint, then the little scratches look better. Use up and down strokes, and then a few strokes across those. But don't do every one and don't do too much of this. Too much and it detracts from the flowers.
I hope this is a little help. It's a bit hard to explain in words.
