职责
Responsible for: 在中国红会和联合会的管理下协助实施生计项目
Implement livelihoods projects under supervision of RCSC and IFRC livelihoods staffs.


目标 Purpose

志愿者将实施监督和评价速效生计项目。中长期的职责将在以后确定。
The volunteer works to implement, monitor and evaluate the quick impact livelihoods projects. Their role for middle and long term livelihoods projects will be determined later.

速效生计项目的目标是防止进一步的财产损失和为最困难户提供帮助过冬以及启动房屋重建。
The projects aim to prevent further assets erosion and provide support to the most vulnerable families to survive winter and start reconstructing their houses.

职位描述 Job Description

公共职能Common responsibilities
1. 协助中国红会项目经理和联合会重建协调员组织社区集会，按照要求通知会议时间，地点和准备会议。
Supports RCSC livelihoods program manager and IFRC recovery coordinator to organize community meetings by informing the village committee about the meeting and preparing the venue as per the request from livelihoods program manager and IFRC recovery coordinator.

2. 访问各村并和各村建立良好的关系
Visit the villages and build good relationship with the villages
3. 协助中国红会项目经理和联合会重建协调员登记注册受益人
Support RCSC livelihoods program manager and IFRC recovery coordinator to register the beneficiaries.
4. 参加每周例会和提交报告
Attend a weekly meeting and submit reports.
5. 向志愿者领队汇报每周的活动。所有志愿者领队向项目经理汇报工作。
Inform the activities in the field every week to volunteers’ leaders. The volunteers’ leaders inform all the activities to the livelihoods program manager.
6. 接受中国红会和联合会的培训
Attend trainings organized by RCSC and IFRC.

清理废墟Rubble Removal
7. 根据现进程监督表监督进程并向领队汇报。
Monitor the progress according to the monitoring sheet and report it to the leaders.
8. 清理工作结束后收集签名
Receive signature for the house owner when the clearing is completed.
9. 向领队提交签名
Submit the signatures to leaders.

无条件现金援助Unconditional Cash Grant
10. 告知受益人现金发放的日期变化
Inform the beneficiaries the date of the transaction if there are any change.
11. 收集受益人接受现金的签名
Receive a signature from the beneficiary upon receipt of the grant.
12. 如果受益人有疑问，向受益人解释现金援助的目的
Explain the beneficiaries the purpose of the grant if there are any confusion among the beneficiaries.
13. 根据现金使用监督表监督受益人怎样使用现金
Monitor how the beneficiaries use the grant according to the monitoring sheet.

有条件现金援助Conditional Cash Grant
14. 协助受益人制定计划使用有条件先进援助
Support the beneficiaries to make a plan for conditional cash grant.
15. 收集受益人接受现金的签名
Receive a signature from the beneficiary upon receipt of the grant.
16. 监督受益人是否按照计划使用现金。如果有违约情况，及时反映给项目经理。
Monitor whether the beneficiary uses the grant according to the plan and in case of a breach, warn the beneficiary and inform to the livelihoods program manager.
17. 收集受益人在将现金换成实物后的签名。
Receive a sign from the beneficiary upon completion of the asset replacement by the grant.

除以上职责，志愿者领队要作为志愿者和中国红会生计项目经理，联合会重建协调员之间的联络员，收集监控表格地交给项目经理。
In addition to the above duties, the leaders will work as liaison between volunteers and RCSC livelihoods program manager, IFRC recovery coordinator such as gathering monitoring sheets from other volunteers and submit them to the program manager.
