　　在撰写近代最伟大的一份建国文献《社会契约论》之初，卢梭尝言：“人们或许会问，我是否是一位君主或一位立法者，而要来论述政治呢？我要回答，不是；而且正因为如此，我才要论述政治。假如我是君主或者立法者，我将不会浪费自己的时间来空谈应该做什么事了；我会去做那些事情的，不然，我就会保持沉默。作为一个自由国家的公民并且是主权者的一员，无论我的呼声在公共事务中的影响是多么微弱，可是对公共事务的投票权就足以使我有义务去研究它们。 我每次对各类政府进行思索时，总会十分欣慰地在我的探讨之中发现有新的理由来热爱我国的政府！”
　　
　　建国（Founding）乃是最高的政治行动，也是籍以克服命运与偶然的人类技艺所能成就的巅峰所在。在这个意义上，在卑微琐屑的人世中，建国乃是唯一近乎神明的行动。由于其靠近神明，它可能由于狂妄渎神而一败涂地，但恰恰由于其靠近神明，它也很可能探达了晦涩不明的神意，为神明所爱，并终成人心所向之千古伟业。复原、回味并探究古今万民建国者之荣辱成败，这是政治哲学与法理学之最崇高的论题，也是本豆列之原旨所在。——时代之贫乏与琐碎，我等既没有天命福份去筑城建国，也匮乏资质禀赋去谈论国是，剩下的唯有以一盏青灯透照古卷残篇中的刀光剑影，正如侧身歪斜但尚有一丝暖意的小茅屋里看外面狂风暴雨、岁月飘摇，体味先哲Langinus所谓“崇高感”的来袭。——我们要像一个美学家一样阅读这些古旧的、仍然渗着血色的建国文献。
